Main Function

To place, train and stabilize, and rehabilitate people with disabilities in competitive supportive employment.

Duties

  1. Assessment
    • Accept referrals from ACCES-VR/CBVH/OPWDD (funding sources).
    • Evaluate participants' employment interests, skills and potential utilizing the "personal portfolio" method.
    • Maintain current knowledge regarding benefits and entitlements in order to counsel participants regarding the impact of employment on their other resources.
  2. Job Development
    • Develop and maintain relationships with local businesses, human resource groups and employment networks.
    • Function as a community educator/marketer regarding the employment of people with disabilities.
    • Represent the agency in presentations to business groups and the general public.
    • Work with employers to "carve" jobs suitable for participants.
    • Rehabilitate four to six individuals each year.
  3. Training
    • Identify the employers' and the employees' needs at the job site.
    • Collaborate with employer/manager/trainer to assess participant training needs.
    • Coordinate Job Coaches or other back-up training as needed and appropriate.
  4. Access Employment Supports
    • Identify adaptive equipment/assistive technology that can assist participants to perform jobs at expected levels.
    • Identify and nurture natural co-worker/family/agency supports that can facilitate success.
  5. Service Delivery
    • Provide 28 hours of billable services per week.
  6. Document Service Delivery
    • Maintain daily progress notes.
    • Relate activities to goals identified in participant's IPE or Habilitation Plan.
    • Complete ACCES-VR monthly reports and ACCES-VR/OPWDD monthly billing.
  7. Teamwork
    • Attend and participate in department and team meetings.
    • Participate in agency quality improvement, fund raising and strategic planning activities.
    • Back-up for other Employment Consultants as needed.
    • Provide training and support to new team members.
  8. Perform other duties as assigned

Scope of Responsibilities

The Employment Consultant works independently and is able to use personal and professional discretion in implementing new approaches and/or problem solving.  With minimal supervision, prioritize outcomes, provide training and interact with business people in the community.  In some cases, a minimum amount of personal care assistance may be required.

Education and Experience

Bachelors degree in human services or Associates degree and two years experience with people with disabilities or Associates degree and two years experience in sales/marketing or High School /GED degree and four years experience with people with disabilities. Basic word processing and e-mail skills are required.

Conditions of Employment

Must have a valid NYS driver license in accordance with the Agency Vehicle and Driving Policy and transportation necessary to meet program needs.  Schedule flexibility to accommodate job placements; this may include early morning, evening and/or weekend shifts.  Must be able to lift 45 pounds.  Must be willing and able to provide Direct Care service, including personal assistance. Must participate and meet established requirements in a database check through the Division of Criminal Justice Services as defined by the State of New York, Office of People With Developmental Disabilities, Chapter 575 of the Laws of 2004. Must participate in successful database checks through the HHS Office of Inspector General and Excluded Parties List System.
