Program Manager, Certified Residential

Main Function
Manage the day-to-day operations of a program component within the Community Services Department. Supervise a team of employees providing direct services.

Duties
  1.       Manage Daily Operations 

  • Schedule staff.  Coordinate staff to maintain services for planned and unplanned absences personally provide coverage when necessary.
  • Initiate and maintain ongoing communication with service coordinators, other service providers, families, and community organizations to promote opportunities for networking within a person's neighborhood.
  • Work with business office personnel to monitor program expenses and the financial needs of program participants. 
  • Assist program coordinator in determining program requirements.  Communicates changes prior to implementation.

2.       Supervise Assigned Staff 

  • Work with the Human Resource Department to recruit, interview, and hire qualified staff.
  • Orient and train staff and ensure that required training and certifications are current.
  • Provide ongoing direction, support and performance evaluation of assigned staff.  Write initial evaluation period review and annual performance reviews.
  • Document performance concerns and follow-up with disciplinary action if necessary.
  • Facilitate weekly staff meetings.  Share pertinent service, departmental and agency wide information.  Encourage staff participation.

3.       Develop and Implement Individualized Plans 

  • Identify and articulate participant's needs and desires in a written habilitation plan consistent with their ISP which includes goals, strategies and methods to implement.
  • Participate in semi-annual reviews and revise plans to adjust to changing needs of program participants.
  • Train assigned staff on the implementation of habilitation plans.
  • Oversee the provision of quality services through observation, ongoing supervision of staff and communication with participants and their advocates.

4.       Monitor Service Delivery

  • Monitor cleanliness on a daily basis.
  • Report needed repairs.  Schedule emergency repairs if necessary.  Follow up to insure work is properly done.
  • Insure that fire and emergency procedures are developed and practiced.  Monitor fire/evacuation drill log.
  • Monthly service notes.

5.       Foster Community Inclusion

  • Provide opportunities for quality community based leisure activities for program participants, scheduling staff as needed.

6.       Demonstrate Teamwork & Professionalism 

  • Attend and participate in Expanded Management and Department meetings. 
  • Role model appropriate dress and behavior at work. 
  • Represent Agency positively to other agencies and the community. 
  • Participate in Agency work groups for quality improvement, fund raising and/or strategic planning.

7.       Manage On-Call Responsibilities

  • Share 24 hour on-call beeper rotation.

8.       Perform other duties as assigned.

Scope of Responsibilties
The Program Manager works independently and is able to use personal and professional discretion in implementing new approaches and/or problem solving.  With minimal supervision, prioritize outcomes, provide training and interact with people in the community. Contact with the public is moderate.  Errors can have serious consequences for assigned participants and/or staff.

Education and Experience
Bachelors degree in human service field plus one year experience with people with disabilities preferred or Associates degree in human service field plus two years experience with people with disabilities required.  Supervisory experience preferred.  Basic word processing and e-mail skills are required.

Conditions of Employment

Must have a valid NYS driver license in accordance with the Agency Vehicle and Driving Policy and transportation necessary to meet program needs.  Schedule flexibility to accommodate participant needs, which may include evenings and weekends.  Must be able to lift 75 pounds.  Must be willing and able to provide direct care service, including personal assistance.  Within 3 months of employment, must attend and maintain CPR, First Aid, SWAP, and Promoting Positive Interactions.  SCIP-R training as necessary.  Must participate and meet established requirements in a database check through the Division of Criminal Justice Services as defined by the State of New York, Office of Mental Retardation and Developmental Disabilities, Chapter 575 of the Laws of 2004.
